Dry Wheat Pasta: Dumping & Countervailing (Turkey)

The CBSA has concluded its investigation into Certain Dry Wheat Pasta being imported from Turkey (no. DWP 2017 IN) and gave its Notice of Final Determinations on June 26, 2018.

The subject goods are defined as:

All dry wheat-based pasta, not stuffed or otherwise prepared, and not containing more than two percent eggs, whether or not enriched, fortified, organic, whole wheat or containing milk or other ingredients, originating in or exported from the Republic of Turkey, excluding refrigerated, frozen or canned pasta.

The subject goods are usually classified under the following tariff classification numbers:

  • 1902.19.21.30
  • 1902.19.22.30
  • 1902.19.23.30
  • 1902.19.29.30
  • 1902.19.91.00
  • 1902.19.92.30
  • 1902.19.93.00
  • 1902.19.99.30

Margins of Dumping

The CBSA’s finding as to margins of dumping is as follows:

The CITT: Preliminary Injury Inquiry No. PI-2017-004

The Canadian International Trade Tribunal (CITT) has completed its inquiry into the question of injury to the domestic industry.

The subject goods were defined as:

All dry wheat-based pasta, not stuffed or otherwise prepared, and not containing more than two percent eggs, whether or not enriched, fortified, organic, whole wheat or containing milk or other ingredients, originating in or exported from the Republic of Turkey, excluding refrigerated, frozen or canned pasta.

The CITT’s finding was that the dumping and subsidizing of the above-mentioned goods have caused injury to the domestic industry.
